Storm Surge Staffing is having enough people to answer the phone in the days after a major storm, when call volume rises to a multiple of normal for a short period and then falls back. The difficulty is that the surge is short, unpredictable in timing, and impossible to hire into.

What it means

Storm surge staffing is the problem of having enough people to answer the phone in the few days after a significant hail or wind event. Volume in an affected market rises sharply, stays high briefly, and then subsides toward baseline.

Every part of that shape is difficult. The rise is fast, the peak is short, the timing is unpredictable, and the same event that generates the calls also deploys everybody who would otherwise answer them.

Why it cannot be solved by hiring

Because the timescales do not line up.

A surge lasts days. Recruiting, onboarding, and training somebody to handle a storm intake call competently takes considerably longer than that, and storm intake is not trivial work: it involves claim vocabulary, qualification, and booking against a constrained calendar.

By the time a new hire is useful, the event is over. Hiring permanently for peak means carrying capacity that is idle for most of the year, which no roofing company does.

Predictable season, unpredictable events

The seasonal pattern is well established. NOAA logged 9,205 hail events across the United States in 2025, up from 8,941 in 2024, with Texas, Oklahoma, and Kansas leading by event count. The Atlantic hurricane season runs from 1 June to 30 November, with peak activity around 10 September. These are storm reports, and report counts depend on population density and spotter coverage, so they describe reporting as much as weather.

What that gives you is a season to prepare for. What it does not give you is a date. The question of which market takes a damaging hail event in a given week is not answerable at any horizon useful for scheduling staff.

So the planning problem is asymmetric: the season is knowable, the event is not, and the response has to be ready rather than scheduled.

What compounds it

The crews are gone. After an event everybody who can inspect a roof is inspecting roofs, which removes exactly the people who might otherwise have picked up a phone.

The calls come after hours. Homeowners ring in the evening and at weekends, and a storm that lands on a Friday produces its heaviest volume when the office is closed.

And the existing book keeps generating status calls. The new enquiries arrive on top of ongoing volume from claims already in progress, which does not pause because there has been another storm.

What can be prepared in advance

The parts that do not depend on knowing when. Intake scripts and required-field discipline so that whoever answers captures the same things. Booking rules and calendar capacity agreed before the season. Escalation paths so that supplement calls from open roofs are not queued behind status enquiries. And a decision, made in advance, about what happens to calls arriving outside hours.

Common mistakes

Planning for the average rather than the peak, which is comfortable and wrong, since the peak is where the year’s work originates.

Assuming unanswered calls will ring back. After a storm the homeowner has a list.

And treating preparation as forecasting. The event cannot be predicted; the readiness can.
