Occupancy

Occupancy is the share of an agent's logged-in time that is spent actually handling calls, including the wrap-up work a call creates, rather than waiting for the next one. It describes how hard a queue is working the people answering it, and it cannot be raised without making callers wait longer.
What it means
Occupancy is the share of the time an agent is logged in and available to the queue that is actually spent working calls. Talk time counts, and so does the after-call work the call created: writing the notes, completing the booking, updating the record.
Time spent waiting for the next call is the remainder. Scheduled breaks, training, and meetings are normally excluded, because the agent is not available to the queue during them. That exclusion is what distinguishes occupancy from utilisation, which is usually measured across the whole paid shift and answers a different question.
So occupancy describes the queue, not the person. It is the load the arriving calls place on the people rostered to answer them.
Why it looks like a productivity score and is not
The number is easy to misread, because a low figure looks like people standing around and a high figure looks like a team working hard. Read that way it becomes a target, and once it is a target it stops describing anything.
An agent has almost no control over occupancy. They do not decide how many calls arrive, when they arrive, or how many colleagues are rostered alongside them. All three of those determine the figure. What an agent controls is the quality of the handling, and the fastest way to raise occupancy is to degrade it: cut the wrap-up, skip the confirmation, get off the call.
That is why occupancy belongs to whoever builds the roster, and why holding an individual to it produces worse calls rather than a better queue.
What very high occupancy costs
The gaps between calls are the recovery. They are when the last conversation gets written up properly, when a difficult call is shaken off, and when an agent draws breath before the next homeowner who has just lost part of a roof.
Push occupancy toward its ceiling and those gaps disappear. The failure pattern is consistent: wrap-up gets deferred and then done badly, notes are typed while the next caller is talking, qualification gets shorter, appointments are booked without the confirmation that makes them hold. None of that shows up in the occupancy figure. It shows up in the booking quality, and later in who resigns.
Sustained high occupancy is also the clearest leading indicator of attrition in a phone team, and attrition is expensive in a way that idle minutes are not. Replacing an experienced storm intake agent costs the recruiting, the training, and a period of worse calls while the replacement learns the vocabulary.
The trade against abandon rate
This is the part that makes occupancy a genuine trade-off rather than a number to maximise.
Calls do not arrive at a steady rate. They arrive in bursts, and a queue can only answer a burst quickly if somebody is free when it starts. Being free means being idle, and idle time is exactly what a high occupancy figure has removed.
So the two metrics are joined. Drive occupancy up by trimming staff against average volume, and the first burst finds everybody busy: calls queue, hold times lengthen, and some callers hang up. That is the abandon rate rising. Roster enough people to answer bursts promptly and occupancy falls, because those people are waiting rather than talking for part of their shift.
Neither figure is meaningful alone. A queue with excellent occupancy and a poor abandon rate is understaffed and being described flatteringly; a queue with low occupancy and no abandoned calls may be overstaffed, or may simply be quiet.
Reading it on storm work
Storm volume makes the trade sharper, because the arrival pattern is at its most uneven exactly when the calls matter most. In the days after a hail event the same roster faces a multiple of normal volume, so occupancy climbs on its own without anybody deciding it should.
The consequence is that a plan built on average volume produces a queue that looks comfortable on paper and abandons calls on the days the year’s work arrives. An unanswered storm call is not deferred, it is redirected, so occupancy planned to the average has a direct cost in lost claims.
Common mistakes
Treating occupancy as a productivity target for individuals, which incentivises exactly the shortcuts that make calls worse.
Reading it without abandon rate beside it, which hides the fact that a high figure was bought with somebody’s hold time.
And counting wrap-up as idle time. Wrap-up is the work that makes the call useful later, and a measurement that treats it as waiting will eventually get it treated that way.
On the call
Occupancy is why the queue behind you is either quiet or stacked, and the part of it you control is wrap-up. Finish the booking, the address, and the notes before you go available again, rather than doing them while the next homeowner is talking. If you are being pushed back into the queue before the last call is written up, that is a staffing decision to raise with a supervisor, not something to fix by ending calls faster.
